Well, first off, you did install the Reckoning pack, right? (If not, that'd explain not getting the Juggernaut.)
Assuming so, with the Geth Juggernaut being a normal rare, it should automatically drop from reserves packs if you have every other rare class maxed out. (If you don't, tough luck if you keep getting lights and skins and whatnot for other rares.)
So, if you
1. have installed Reckoning
2. have maxed out every other rare class
3. still don't see the Juggernaut in Reserves Packs
it'd be high time to contact customer service.
Provided of course you can figure out how to do that, rather than be redirected to this here forum. EA won't make that easy for you...
