No, this was simply heavily misinterpreted (and slightly mismarketed).

Only ME1 is affected by this restriction lift, and only in the way that you can now aim with every gun, even if you cannot specialise in their use.

Basically the laziest solution. Many people complained after the original game's launch that it's annoying to have all the weapons on you when you cannot even use them. Instead of taking them off your back, now you can aim with all of them... Yay?
