It depends.  I think most planets have an extra, variable, 5-15% extra viability that can be earned (don't really know since it stops tracking).

I think it's because certain tasks can in fact bug out - quite frequently at that, so they put a surplus of Viability so you'd never go without.

But honestly - I've beaten the game 3 times, 2 times with 100% viability, and 1 time with the absolute lowest possible (I think) which is AVP 4.  It made absolutely squat of difference in the end game scenes, except one single, small detail regarding a character nobody even gives a heck about to begin with (Captain Dunn).   And that's not even tied to viability, but the fact I just didn't do quest related to her. (Which also lowered viability.)

This means in terms of story, gameplay and really anything - Viability means nothing, it's not like readiness in ME3 was.  All Viability is = Cryo Pod Perks.  And let's face it, atleast 90% of those perks are god awful and useless.

If Viability actually meant something tangible, I might say it's too easy - but since it's really nothing to lose sleep over, it doesn't matter.
