Yeah, you should check out the galaxy map to see if you've made a mistake here. You should not be able to access that system.

I remember having some trouble with the quest (and it was sitting in my journal for ages), but I think it was because of Priority: The Citadel II's aftermath was interfering. When the Citadel gets to its semi-repaired state, the quest can be completed.

    You were right, I had to leave the citadel in the aftermath and return. Was then able to interact with him.
