It worked fine the last two times I have gone through that scene, so I suspect something is off on your end.  Maybe a repair of the game files, or if using mod a mod issue....  It also could have been a one off error in your game.... Let us know if it happens again, what platform you are on, and maybe others can watch for this and see if it is more widespread.
