Hi @EA_Illium @Fred_vdp I got it! it was my realtek digital output in device manager.

I dont use spdif digital output at the moment so I disabled realtek audio in device manager and behold my cursor.

google said a related issue with mouse cursor in win 10 and realtek audio some sort of conflict, well heck.
