Is your system time set correctly?
Even If, right click the Time/Date in the bottom right corner of the taskbar > Adjust Time and Date > Sync now > Test.
Try to run EA app a administrator. (Right click the EA app shortcut > Run as administrator.) > Test.
If that don't works:
Create a new Windows user account (Administrator) don't use local special characters, use only Characters from the ASCII table
- Reboot > Log in to the new user account.
- Test.
