Where did you searched for the "BIOInput.ini"?

The standard path is "Documents\BioWare\Mass Effect\Config"

I also looked so that I could add console command, but couldn't do it either. The original path is no long available.

Have you started the game at least once? (These folders are created when you start the game.)

If yes, it is still the same path: C:\Users\>Your User Name<\Documents\BioWare\Mass Effect\Config

If you use OneDrive the "Documents" folder will be in your OneDrive folder.
If you have moved the user account folders (such as the Documents folder) using Windows internal tools, you should know where to find them.
