There is a tool, DXTweak2, from the Logitech Wingman team that will allow you to set a deadzone (for many DInput/XInput controllers) as well as do lots of other good things (on the PC).
NOTE: Under Windows® 2000/XP, the deadzone setting cannot be saved.
I think it also does not save in Vista or Win 7/8 either. Not a big problem but you will need to run DXTweak2 each time before NFSMW and set the deadzone.
Still, the game MAY ignore any settings you change in Windows. Some games read the controllers directly, bypassing any Windows software intended to configure the controllers.

They had to come out for this fix in Need for Speed High Stakes as well. Back then, there was a ini file in the game's directory that could be edited to fix the issue. Later they came out with a fix in a patch. I donl't know why they didn't think of this for this game.I'll update with a status of this temp fix.
