They ban cheaters all the time, but because they not only allow but encourage secondaries, the bans amount to a "catch and release" program. Ban somebody and they're up and running on a secondary in time for the next map rotation. With the added benefit to them that they now get a week or two of soft lobbies before their fresh mmr puts them back in master lobbies where they belong.
