EA / Respawn do not own the servers for Apex. They cannot "fix" the servers. They rent server space on an "as needed" basis from Amazon (Amazon Web Services - AWS). If you do a traceroute or a netstat, you'll see that you are connected to AWS services when playing the game. AWS uses something called a server accelerator, which utilizes an entry point closes to you to put you into the "amazon network". So even if you live close to an entry point, such as Dallas, or St. Louis, you could be playing on a server somewhere else. This is why your ping will be 8ms to 60ms, even though you haven't changed locations. The server system will try to give you a connection as close to you as possible.
The most EA / Respawn can do is to optimize their code to interface with these servers. I suppose they are / have tried their best to do this. However, the problem comes in because they do not have full control / access / or ownership of the servers that we play on. Furthermore, the servers that are rented are of lower quality than most other games. they are 20mhz tick rate servers instead of 60mhz tick rate servers. That's why you get shot around corners all the time, or die before bullets leave the gun of the enemy character.
There is no guaranteed quality of service for the player on rented servers. I don't know why EA made this business decision. It's likely a lot cheaper to rent than to own and maintain dedicated servers for this game. This game is a business designed to keep you playing and buying skins. There is no guarantee of server quality here.
