L-Star does more DPS than the R-99. Issue is it overheats so fast you WILL melt the lens (22nd shot) to get a kill with it, meaning you generally have to go through 2 'reloads' per magazine. Combine that with a very limited total ammo pool and a slow swap speed, and you don't get many people ever picking it up. But yes, it does do some serious damage if you are able to land your shots. Also, don't forget that SMGs only deal a reduced 1.5x headshot damage, while the L-Star deals the normal 2x headshot damage.
