I like the idea of having a pilot in Apex, especially because of the wallrun and double jump, but only one of them, because it would be too OP. Maybe the double jump as tactical with a 5 sec cooldown? the tactical you said would be too OP tbh. His tactical could also be, that he goes invisible for a short time. The titan as ult would be FAR to OP, without making him not fit his tf twin. 

Also, the pilot should not be Jack Cooper, because Apex takes place 20 years after tf2, so he would be about 60-70, a bit old for joining the Apex Games.
