I think his passive and Ult are fine atm.

I would suggest improving his decoys so you could command them to do other actions when standing still like reviving a teammate or healing, cause the only thing they do atm is an inventory pose. Also the enemy pings when a decoy is shot could be more effective. Make them actively track the enemy for a brief time like Bloodhounds scan, instead of just making a static indicator.
