It's extremely common for the server to manage things like player speed to prevent players from speedhacking.
A player themselves can't move faster than the speed caps, the server won't remove this limit on it's own either.
Prediction netcoding also has a speed cap, unless the distance between these positions are well beyond a certain range it could accelerate it, though these cases are quite uncommon from what I've noticed.
Friends can have a bit better network compared to someone who's playing on the other side of the world that's playing on a datacenter that isn't optimal for them, hence why in the FR you won't really see this kind of behaviour.
If players really are moving a lot and really fast then that makes me believe that you are probably playing on WiFi.
So just checking up, are you playing on Ethernet or WiFi and what datacenter are you playing on?
