I agree completely that the takeover needed to be an ltm, and I was shocked and delighted to see them respond so quickly with a change. There have been many past takeovers where people made the same request and for whatever reason the dev chose to keep the mode as a takeover. So you're right, points to them for this one.
The ttk will probably return to normal at the end of the season. On the subject of matchmaking I would discourage you from holding your breath on any kind of fix at all. Only some of the problem is under their control, and the parts that are under their control are complicated, moving, and highly resistant to change. The long and short of it is that any game that reaches three or four years of age (passed by this game quite some time ago) it becomes the playground of the highly-skilled and the cheaters. That's what you're witnessing right now. There are very few "casual" or even just plain new players in this game anymore. They were driven out long ago. Now what remains are the gifted, who spend more time on secondaries trying to get at the handful of hacks who are left, and cheaters, who don't care who they play or if they get caught. If they get banned they just fire up a new secondary in as much time as it takes to click on gmail. Even if anti-cheat actually worked, Respawn has plainly stated that there is nothing wrong with a secondary account, or many secondary accounts, and will do absolutely nothing to stop them. The wheels on the bus go 'round and 'round.
