Anti-recoil mods are definitely cheating. The solution is to have no recoil on any guns until they figure out how to see these devices being used by a player and ban the player.

Yet then you need to argue about that - game mechanics - it is the widely available fact that jiggling your crosshair (M&K or controller) negates recoil code. This means that the game has a flaw in its code/logics.
And you can now see that loads of "good" players mask their no recoil scripts and strike packs under "I just jiggle really fast" yet it does not show neither in crosshair movement nor mouse cams (if present on streams) because "yeah that movement is tiny"...
Solution (also suggested multiple times in similar threads or Quality of life improvement post):
a) remove recoil in general - arguably will make the game blunter, yet as arguably more enjoyable for all people not just ones who cheat at the moment
b) create a recoil code that is random - basically achieving the situation where people just can't beam you e.g. introducing a code where after each shot nr.X game moves your crosshair to any random direction while using automatic weapons and instantly takes other shot = making you miss it and not able to counter move/react
Until then - good luck battling people who beam you from any weapon in mid/mid-long range and jump on you via Octane pad/Pathfinder zip etc. with shotguns given they have huge health advantage and only newb will miss enough shots close range and not convert this beam into kills.
