Apex legends stuck on low quality, editting videoconfig.txt doesn't work

I'm trying to configure apex legends on high settings but the game always looks the same as low quality i have a ryzen 5 1600x and rx590 the game looks like the attached img what can i do?

hmm is Geforce experience optimizing it?

i probably have no idea what im talking about

also what is your " Texture Streaming Budget" set to?

@mikogibono, i don't have nvidia drivers on my pc
my streamer settings are dissabled

  mine looks like that when Texture Streaming Budget is set low or none
  try putting it to High
