Maybe I'm misunderstanding. You have a mic and want to be able to communicate to your randoms? Just switch from party chat to game chat. They'll hear you without the need for text conversion. They don't need a mic to hear what you said. Just yesterday I did exactly what you described., telling a scared random I was spectating to get a shield swap. It was gratifying to see them do so right away so that they could live for another minute or two. I really do think maybe I'm slightly misunderstanding the question though, let me know.
I found the option is not available in the French language I had to put the ps4 in English
