The way it worked for me is I started the game on Nintendo Switch, and then later made the jump to PC. I still occasionally play on Switch, but now I mostly play on PC, and it does transfer, at least it did for me. I have all of my skins shared across both platforms. However, I have one rank on console and one rank on PC, that does not transfer. Also, my Apex Coins are not shared, I have one amount on Switch and one amount on PC. However, my stats are shared on both platforms, battle pass experience, friends list, etc. In fact, when I see Apex Coins about to come up on the battle pass rewards I always make sure I switch to PC and play my next game on that so that I can accumulate Apex Coins on PC and buy my battle pass with AC instead of cash. So, just make sure you keep track of your AC, but as far as it was for me only my rank and apex coins were different, but the battle pass rewards, skins, and stats were all the same. Oh, and the characters you unlock on one are also unlocked on the other.
