Right now the way to fix him is to add a status effect. Thats atleast equivalent or even worse than the blind (considering how much hes been nerfed since then).

Its kinda funny how Caustic developed. Back when i started to main him in S2 he was able to push buildings aggressively, was without a doubt the best anti-camper, with even the new Legends being unable to compete with him in that aspect, and back then he was memed for being weak. Now imagine the outcry that'd happen if Caustic was released today in his S2 form.

I've played him, to an admittedly mediocre standard, since the start. I liked the fact that he had a different set up than the other legends. I personally think the balance lies in bringing back the damage to your own team mates. Bring back the vision blur, bring back the thick smoke and make it damage your own team. Once they took that away, they then had to scrabble to nerf him because there was no downside to using his abilities. At least how it was if you were camped in a building with your team and a load of barrels then an attack would cause chaos for both the attackers and also your team mates. I thought it was pretty balanced because I had to be fairly conservative in my use of the traps so I didn't screw my team over.
I hate people being able to destroy traps whilst they are deploying because I think its already easy enough to pop them at the base and destroy them anyway and that leaves them as purely door blockers and minor annoyances. They do little damage and really don't turn a fight in your favour very often . . but they are excellent door blockers.
You also get the occasional idiots calling for the removal of fortified as well, if they actually did that then they might as well remove him from the game.
