They seem *very* disinterested in doing any (large) amount of rebalancing for Legends or weapons in anything that isn't BR. If an ability is useless in Arena or Control, tough luck. If a gun is OP in either mode, but it's "fine" in BR, it won't get a nerf (the L Star was basically at "must pick" status in Arena and only got nerfed *after* it started creeping up in BR as well).
They are either unwelling or unable to really balance the game for any other mode outside of BR. And have even said, on multiple occasions that they will put BR first and foremost/above all else. Which, one hand, I suppose I understand. BR is what put them on the map, and modifying multiple Legends or guns for multiple modes isn't easy. On the other hand, I like Apex *despite* it being a BR (it's really not my game genre of choice, in general). So, seeing them branch out into other modes makes me happy, but seeing that they won't take those other modes as seriously, in terms of balance and the like, is annoying and frustrating to say the least.
