Damage numbers

In the first 2 days ive had these 2 experiences.

1. Somebody was able to 1 shot me from mid distance through a level 3 helmet.

2. Using a fully legendary peacekeeper at point blank range i only did 8 dmg per round on the target.

Are these bugs? Or damage mitigation cheats?

1. It depends a lot on the enemy's weapon: if they're using legendary pickups (think Skull Piercer on a sniper rifle, for example) on an already-powerful weapon, a headshot will down you

2. Again it could depend on the enemy's pickups, but also your aim, packet loss, netcode etc.

So many variables. Leaping straight to a binary "It's either bugs or cheats" is not really logical.
