Hi,
I know for a fact that all characters move at the same speed and it is simply the slower (arm movement animation) that gives the appearance of a 'slower moving' character.
As for hitboxes, I am less sure and have yet to test it out; however I find it EXTREMELY doubtful that they would get so many other things right, and this one fundamental thing wrong.
No way that 'different hitbox sizes' is a thing in a highly competitive/multiplayer game like this.

If leg vs body damage is a thing, I imagine there is a possibility of varied hitbox sizes.
