The last time I looked the only way you can buy games on Origin, Steam, etc., is with Debit or Credit Cards, so not sure why you consider it the worst idea, when it's the method of payment to buy games online.
You honestly think someone can sit around and simply explain away why we have cheaters? If so, then answer the question, how many cheaters are in PUBG vs Apex? Not so easy is it...
Anyhow, the point should be simple, banned accounts/players, should mean, you have to create a new account, which means paying for the game over, so if that could really happen, do we all honestly believe people aren't going to mind paying for a game over and over again? Hmm

Watch the video in that link, it looks like PUBG is very serious about cheating and stopping it!
P.S. Something I mentioned in another post, when EA starts going after the 'Cheat/Hack Developers', has them arrested and facing the law, that will also be something that hopefully can put a dent in this situation.
I know it's frustrating to have cheaters, but some of the suggestions are just ludicrous. Jail time? Are you serious? Can't buy a new PC? Are you serious or high as a kite?
It just isn't worth it to publishers/devs to crack down on it too hard. The lifecycle of a game isn't going to be that much longer with a big cheater crackdown than it already is, is the way I figure it. If there was huge money being lost, you'd see a crackdown. As it is, they milk their cash cow for a while and then move on.
