I recommend trying to recover access to the hacked Steam account by contacting their support team directly.
Also, have you tried launching the game on PC using the EA app?
If you have access to the EA account, you can unlink Steam following this guide. However, as explained in the guide, it won't be possible to link a different Steam account.
If you have multiple EA accounts with games on them, you could try contacting our live support team to figure out the best way to consolidate your licenses and connections; it's not always easy or possible, though.
