@WhoopFighter Desync perhaps? As if the enemy can see you earlier. Do you feel as if your game has input lag?

It's not all players either, it's particular ones some rounds. Like I'll have a great game, then all of a sudden, I can't land a single shot on this one particular enemy. I shoot directly at them, no register, I spray back and forth, and nothing still.
I know there's cheats in COD that can manipulate how you appear to other players. It will make you look like you're lagging, which makes it much harder for other players to track you. So there's all sorts of possible cheats out there. Smart cheaters aren't going to turn up all their tools to max, they're going to use them sparingly to appear like a "good" player.
I think it's just a matter of Lag Comp being too generous, trying to capture the biggest market at the cost of game integrity, 20 tick servers, and of course cheaters.
Forgot to mention that sometimes button presses take several presses for the action to register. It's not just like one key either, it's across the board. The game just feels very unresponsive some rounds, sometimes just parts of a round. What would that be?
