Feel so weird almost kill an enemy but they always survive with 1hp

As topic. Many times almost get a kill but the enemy just so lucky survive with 1hp and run away. Why the last shot couldn't get her/him? And many time i play arcade mode. I look back my dead clip...

@LaTencyBuLLyMe I think server performance has gone in the tank since S20. My theory is that they've now jammed so much into this game that the engine and netcode can no longer handle it. The 20 tick servers don't help.
I am getting no regs way more often now (pumping whole mages into people close range with them not dying) while my enemies never miss. It is absolute garbage.
