First time meeting a cheater

So I actually met my first cheater. Lvl 1 player called "7-2Pro" killed of our team himself. After dying, I spectated him, and saw him aim onto rocks, shooting in directions of where he clearly could see players. His aim was locked as well. Here he killed the last opposite team, aiming shooting blindly on walls, in directions players went. Emptying half a magazine, before players went around corners, headshotting every shot after that. 

Dissapointed to actually see that clear a cheater irl. 

The problem as i see, is the posibility, to just create a new account freely, when they ban douchebags like this.

If they cant sort this out, the game will be totally destroyed.
