How come streamers are allowed to make smurfs

How come streamers can make Smurf accounts but the majority of the community will most likely get banned if they do so? I see a report option for “Smurf account” so I’m certain the cry babies on this...

By Respawn’s definition of smurfing, simply making a new account isn’t considered as one.
