ATM, any of the three heirlooms can only be unlocked via Apex Packs. There's a less than 1% chance of getting it from a single pack, but opening your 500th pack guarantees an heirloom set (easy right?).
Lucky? free! Not lucky 500$
- @ZeroSkillandIQ I got the bloodhound axe without opening 500 packs probably opened 200 or less
