Lots of misinformation going around in this thread.
First off: Revenant needs a buff. That much is clear. But his weakest area is not his passive; in fact, his passives are his biggest advantage.
Where Rev needs a buff is his tactical (Q).
1) is a skillshot
2) deals minimal damage
3) disabling actives hurts some heroes way less than others
4) disabling actives that are already on cooldown is a waste and leaves him entirely open to their abilities later on
Q needs a complete rework

A dramatically reduced cooldown/increased AoE. Its an interesting tactical, marred by execution and circumstance (compare silencing Wraith or Pathfinder to silencing Wattson or Caustic).
Revenant being able to crouch-walk at normal walking speed is huge in combat. It not only makes his hit-box small, but also sharply raises hipfire accuracy and locks it in place while strafing (unlike standing to strafe).
Death Totem is mostly good for safely 3rd partying. I honestly think it should have additional effects - such as granting increased healing speed while it lasts but isn't active on you (think Gabby's dome or Lifelines passive) or maybe just return you with full health & shields.
You say his biggest advantages are his passives which are climbing higher and crouching faster but as I said previously there are other legends better suited to get themselves (and their team for that matter) to high ground and his crouch-walk is mostly pointless in a gunfight because 95% of the time you'll be ADS, the majority of the time you hip fire will be at point blank range where sliding will have a major advantage and if you're hip firing at someone more than 5-10m you're doing it wrong.
I agree with your tactical (Q) assessment that an AoE buff with added DoT would make his ability much more useful but buffing his ultimate to give you full health upon return to the totem would make him pretty OP.
