Not being aware of the rules does not excuse you from punishment from breaking them.
All of those players that you are talking about should have read and understood what they read in the user agreement and therefore should be aware. If not that is on them for not paying attention to what they have agreed to.
Just for reference here below is one line out of that user agreement that covers this specific topic.
- Use or distribute unauthorized software programs or tools (such as "auto", "macro", hack or cheat software), or use exploits, bugs or problems in an EA Service to gain unfair advantage.

@Asmodeus566 its one thing to have rules , a completely other thing to enforce them.
I have a prime example of this in my hometown :
Its prohibited by traffic regulations to park your car facing against the traffic direction.
Local authorities dont enforce that rule bcs they fear potential customers would not frequent our city anymore , rendering that statewide rule useless.
Same with EA/Respawn : If they dont enforce penalties for macro usage on a broad scale, people will just use it, bcs they think anybody does and they dont have to fear a penalty anyway.
I dont know the reasons why EA/Respawn doesnt use the latest iterations of EAC which can dectect at least some forms of macro usage, but it might be the same reasons why my local authorities dont enforce those parking rules ... they fear those people will spend their money elsewhere if enforced ...
