Is Ping actually factored into the matchmaking system?

So yeah as above in the title. Getting a little fed up of being shot through cover lol. I've developed a weird tick where I count to 5 everytime i step into cover during a gunfight...and i had one ...

@MandatoryIDtag U got shot because u r still not in cover in end client of high ping player.

U was in that's open spot so it's fair u got same of shots .
And u hav first peek advantage.(even he can't see u first).
