@SheepsKingThat whole idea about an ability costing health is just bad design. That works in games where there is some form of lifesteal.
How I would have done this ability is give it a 15-20 second cooldown once the stim runs out and give the stim more speed, maybe 50% and no health cost.
Octane should be the fastest character in the game, instead he is just as fast as bangalore, wraith and actually slower then bloodhound and his ability costs health to use.

@Tad844 To be fair he is faster than all 3 of the legends you've stated if you gauge it across the match.
Bangs speed boost is situational and easily cancelled.
Wraiths just isn't as fast as octane.
Bloodhound is faster when ulting.....but he can't do that nearly as often octane can stim.
I've played octane quite a few times this season, and the only time this tactical rebalance really impacted me was when I was trying to run to safety with my teams Banner cards whilst being chased.
Overall I do agree with the changes, as stated by others it prevents constant stim spam, which leads to disjointed squads. A real problem when said octane has charged 100m triggered an enemy squad and got themselves killed before the rest of the team can even hope to offer support.
It also minimises this toxic trait in some octanes of hammering stims so that they can loot an entire area and leave the rest of their squad with scraps to pick up.
