Legend concept - Pulsar (Support/Assault)

Tactical:
Pulsar fires a beam much like the initial state of the old charge rifle dealing 24 (8x3) damage.
If 2/3 of the ray hits, an additional 24 (3x8) shield damage is dealt to all enemies within 2 meters of the target.

Edit: Pulsar could possibly charge an ally's shiel for 24 (8x3) by shooting them.

Edit 2: The beam could also be a skill energy charger on allies.

Ultimate:
Pulsar throws out a device that when it lands sends out 3 pulses in a sphere shape (1 each second?).
For each pulse an enemy is hit by they take 8% additional damage, lasting 8 seconds from the latest pulse.
The pulses are initially blue, but if they hit an enemy they become charged and turn yellow.
Allies hit by a yellow pulse have their skills charged by 12% (per pulse).

(The AoE size would perhaps be something like Horizon's ultimate, but yellow waves could travel further.)

Passive:
Every 4:th second Pulsar releases a pulse that charges the skills of allies within 12 meters by 1%.

Pulse intervals could become faster with missing shields/ health.

(Playing on the idea from Seer that the heartbeat/pulse is faster when hurt)

*Edit: The passive might work better if the pulse frequency works like Bangalore's passive, as this would not promote playing on low health, and could come back to the normal interval when out of combat.
