Without 100% certainty, but 99% the following answers correspond to your questions
1) Yes next week
2) Yes they'll have the skin right away or when the season ends.
Unless Respawn is gonna issue an event-level battlepass that you need to get to lvl 15 but thats highly unlikely. It's just a last ditch effort to get players to get the BP before season 2.

I've got just a quick one about this: in order to earn the "free" 1000 Apex coins should you reach level 100 or level 110?
At the moment i've reached lv 109 and did not get anything at lv 100 so, i supposed i should reach lv 110 to be able to collect the coins?!

By the way, i'm just stunned about all this infos coming all together; Season 1 made me happy and satisfied me pretty much, feeling the BP worth of the money.
Now looking forward to S2, (same as someone else) i will leave for a job but will have a nice rotation most luckly so a good chance to play it!

I don't think they were really gunning for 'Top Players Only' to get that outfit tho. I just think they wanted to incentivise the ppl playing before season 2. But it does say you need to stay in top 5, so maybe that's the added difficulty?
and besides, it's not a bloodhound skin for nothing. For every real bloodhound, weeding out campers should be no problem 😜 you'll likely hear alot of 'Allfather give me strength' or 'I bathe in the blød' during this event XD
