Lobby chat?
Not quite sure if lobby chat would even be the correct term. I am trying to figure out how people send messages in game. There have been countless times where I am either loading into a match, or am already in one, and I will suddenly hear a robot voice letting me know that another player said something, for example "UbeRgod69 said: You are trash" or other random crap. It isn't for messages received via xbox messaging. I have searched, unsuccessfully, to figure out how they send those messages. Can anyone offer any insight? I'm sure there is something stupidly simply that I am missing, but I am not finding an answer, even when I try to google the question very specifically. Me and my two close friends get a kick out of it, but haven't figured out how people send those messages, which are read to us in game in a robot-ish voice.

There isn't currently a way to send in-game messages to people outside your own party. I've seen similar messages from other players pop into my group's chat a few times as well but it's not an intended part of the chat at this time.
As far as the robot-ish voice, that sounds like you may have the "Play Incoming Text Chat as Speech" option enabled in the Audio settings menu! That's a separate setting not directly related to this issue.
