Sure if you buy them otherwise it's random. Also you get the 30th pack at level 39 because it's every 2 levels after level 21

Yes every 30 packs you will get a 100% legendary, however remember at ANY point before that if you already got one, you aren't guaranteed another one til at least 30 more packs. Also remember that you could have gotten legendary crafting materials which still counts and isn't a skin/cosmetic but will still reset the 30 pack counter.
