Someone else was here a few days ago with the same problem. I haven't seen any update on the issue from him, EA HELP claimed they can't verify his purchase(according to him).

@BaldWraithSimp Nah, I've already asked the CM's about this. Making sure I have correct info on it before I comment any further.
EA Live help said they don’t have a procedure to fix this. It happened to me, I spent the money, bought the packs, no heirloom at the end and no help from EA.
- Update—- Looks Like EA is looking into it now.. enough people have brought it up that they can’t ignore it.

@itszxtry Hi, it looks like your posting account isn't actually attached to your Apex/Xbox account. The heirlooms started to appear a few days ago for affected folks, so hopefully you've been using yours already.
