R99 Carepackage, -> R97 Please

@hhnbbfggty66 I dunno, putting it inside care-package just seems like a cop-out IMO. They already did this with the PK so it's kinda like, woah are we just hocking weapons that people complain about frequently into the CP and rotating others in?

There were plenty of options they hadn't explored in regards to balancing R99, they could've increased its firerate but lowered damage, lowered damage without any increase, decreased its availability, made barrel mods less effective, etc. etc. Don't get me wrong, a meta change was desperately needed for 3 seasons now, but I don't think this was the way to go about it. If they really wanted every fight to feel different and fresh, they'd bring other weapons up, not the top 2 weapons down.

If they do put R99 in CP, it's probably just going to be Wingman / R301 + Secondary meta again.
