Hands down the Hemi has more versatility IMHO and it would be my choice of the two.
Hemi:
3rnd burst shreds at close and mid ranges.
However the 3'rnd bursts are unforgiving, if you miss shots.
Mid to long rng single fire with a 3x or the 2x-4x is just great for shield farming and weakening the opponents for the push.
Nemisis:
Is a real monster as per DPS especially at close rng.
ROF and DPS close range is a lot more forgiving than the Hemi and better than the Hemi.
Mid range it is ok.
Long range is not all that great IMHO.
