They don't need to be on your friends list to get the bonus XP for either regular leveling or battle pass leveling. For regular XP leveling they need to have been in your lobby party before you started the game.
For battle pass XP they need to be in your lobby party, and also you need to have passed at least level 12 to unlock the XP boost, with subsequent boosts at levels 22,32,42,52,62,72,82,89,92 stacking and adding to this battle pass bonus.

This but in answer to your specific question, the 5% is per team mate
