I'm going to have to stop you right there bud.
It's not like Respawn isn't doing anything about the cheaters, it's more like the cheaters doing something about Respawn.
Think of cheaters like criminals, just because we have police, fines, jail etc, doesn't really stop criminals does it?
It's doesn't matter what Respawn does, the only thing they can do is try and prevent the current cheaters from playing, but there's always going to be cheaters.
Also I would highly recommend you to check out Respawns post about how they're handling cheaters if you haven't read it already.
