It has been added to the report options. I am not sure if that would lead to a ban.
I would say that you would be able to play with your friends in Pubs, and maybe you could help your friend improve towards your level so when you play ranked together you may have less of a skill gap in between you?
As other mentioned, you could still play with your friend -depending on your rank if you are pred probably not-- but your friend would be placed in a more difficult lobby.

    The problem is not that somebody want to play together with his master friend on a smurf account till he/she goes up to master for example (and then the helper switch back to his/her main master account)! The problem is, if somebody intentionally want to play against weaker enemies. And therefor he creates a new account and play ranked.

    Or if you are a streamer, and want to play with your viewers on different level. It is not good if the master player plays normal trio game as the skill based matchmaker will drop them into master/pred lobby. What maybe for the viewer is too hard. Nobody will have fun, except a predator who kills the team easy as they are maybe like master/silver/gold levels.

    The worst thing is, the skill based casual game. I think...the old solution, that everybody is randomly lands in a match was good! Higher level players enjoyed that also, and lover level players could also have fun, as maybe not the full lobby is master/predator.

    So I think, the smurfing problem could be solved if on casual the skill based matchmaking will be removed.
