I'd recommend not nerfing it into the ground because that would leave the EVA and Peacekeeper as the only good shotguns.

• The Mastiff's damage falloff range should be reduced slightly
• At extreme point blank it can "one-shot headshot"
• Reduce the magazine size from 6-->5
• Reduce the rate of fire slightly

If it's still too strong then consider putting it back in the Care Package.
