@Anonymous I can't remember where I read it. But I do remember reading/hearing that the Devs want some guns to be stronger then others. I think the idea is that you have basic guns to start out with.. Then progress into your more ideal load outs by either fighting or looting or some combination of the two.
The RE-45 is not a terrible gun and it's very close to the 99 in terms of DPS. It also requires less attachments. I think the gun is in a great place. The 99 and Volt beat it overall yes. But it's a solid gun for early game. I'll take a RE-45 over an Alternator.
