Reduce TTK by reducing Downshields.

The Upshield TTK has always been good to me. 100 - 125 Heath max is pretty good to me. It gives every a chance to fight back rather its third-partying or beibg thirx partied. The only problem I have...

Gold knockdown shields are rare enough as is.

I can go days without having one.

@1ronKeys This. I haven't seen one on anyone in quite some time since they nerfed the number of them spawning.
