Reduce TTK by reducing Downshields.

The TTK in this game is largely hampered by these downed shields. It drags out fights as you can't quickly finish off a downed player like you can in any other BR. It's really a total waste of time to try. Your better off initiating a finisher ASAP or trying to find their other squad members. And with a dragged out fight, what's about to happen? That's right. Everyone's favorite third party scenario.

I just see them as loot pool pollution.
Mostly useless and take up the space of more useful loot, like p2020's.....cause we need more of those on the ground. 😛
