Yup. It's an absolute mess. For 5 seasons people were complaining about the R99 because of how easy it was to faceroll opponents with it. It was the only thing that had a TTK that out-shined every other gun (inb4 "iDisagreeTM"; if it wasn't good then #1 preds wouldn't have made sure to always have it) and so they care-package it. Okay, cool, finally they pulled their heads out their collective rears and accepted the reality rather than their pen-and-paper fantasy that said the R99 was balanced.
BUT WAIT!
Despite 5 seasons of refining the weapons around the former TTK model, they then go ahead and take a big ol' steamy dump on the solution by decreasing the TTK and making no adjustments accordingly. Weapons still have the same damage model while batteries, cells, syringes, etc still take just as long to consume; mag sizes were increased and energy weapons got energy mags back. It's as if they said "we hear you and we're gonna take action but also we're gonna make it even worse than before because we're respawn and if our head isn't up one rear it'll be up another" which honestly isn't surprising coming from them. Especially given their tendency to bad-mouth their playerbase all while whining about how nobody understands how difficult their air-conditioned, ergonomic-seated desk-job is.
